Call for Proposals for the Evaluation of the European Integration Monitoring Initiative and the Development of a Proposal for Enhancing Strategic Approach and Coordination
Sarajevo Open Centre (hereinafter: SOC) announces the following
CALL FOR PROPOSALS
for the engagement of an individual consultant or a team to conduct an evaluation of the European Integration Monitoring Initiative and to develop a proposal for improving its strategic approach and coordination.
SUMMARY
SOC invites interested consultants or teams to submit proposals for conducting a comprehensive evaluation of the European Integration Monitoring Initiative (hereinafter: the Initiative). The evaluation will assess the effectiveness, relevance, and impact of the Initiative and provide recommendations for improving its strategic direction, operational efficiency, and coordination mechanisms. It will also include the development of an improved model for coordination and stakeholder engagement.
Engagement period: August – October 2025
BACKGROUND
The European Integration Monitoring Initiative was established in early 2013 with the aim of providing transparent, expert, and non-partisan monitoring of the EU integration process. It is composed of an informal coalition of 22 civil society organizations monitoring reform implementation and alignment with EU policies and standards. The Initiative is coordinated by the Sarajevski otvoreni centar through a permanent coordinator.
The membership structure of the Initiative includes:
- Coordinating body – seven members forming the management structure.
- Full members – actively contribute to the work and have voting rights.
- Associate members – organizations or individuals involved thematically, without voting rights.
The goal of the evaluation is to enhance the strategic direction of the Initiative, strengthen coordination, and position it as a key civil society voice in the European integration process.
ELIGIBILITY
Applications are open to:
- All adult domestic and foreign nationals
- Individuals who are not employed by organizations that are members of the Initiative
- Individuals who are not employed in institutions of government in Bosnia and Herzegovina
SCOPE OF WORK
EXPECTED OUTPUT:
An evaluation report and a proposal for a model of strategic improvement and coordination of the Initiative.
KEY TASKS:
- Analyze the effectiveness, relevance, and impact of the Initiative’s work
- Map strengths, weaknesses, and gaps in structure, methodology, and coordination
- Assess stakeholder perceptions of the Initiative and opportunities for stronger collaboration
- Formulate recommendations for strategic enhancement and operational efficiency
- Develop a model for improved coordination and stakeholder engagement
METHODOLOGY
The methodology should include the following components:
- Desk review of relevant documentation (reports, laws, EU documents, internal materials)
- Consultations with government institutions, CSOs, and EU representatives
- Focus group and workshop with members of the Initiative’s Coordinating Body
- Development of a questionnaire for all members of the Initiative and analysis of responses
- Comparative analysis with similar initiatives in other EU candidate countries
DELIVERABLES
- Initial report – methodology, work plan, and evaluation approach
- Interim presentation – preliminary findings from desk review and initial consultations
- Final evaluation report – conclusions and recommendations
- Proposal for an improved model of coordination and strategy
- Presentation of findings to relevant stakeholders
TIMELINE
The evaluation must be completed within 60 days from the date of contract signing.
REQUIRED COMPETENCIES
The consultant/team must have:
- Proven experience in evaluating public policies, EU integration processes, and governance reforms
- Experience in civil society and institutional coordination analysis
- Understanding of CSO coalitions and advocacy mechanisms
- Excellent analytical and presentation skills
- Capacity to develop strategic development proposals and operational models
- Advanced knowledge of evaluation methods and tools
Proposal evaluations will be based on the financial offer, CV(s), general professional experience, and specific experience with similar assignments.
MANAGEMENT AND REPORTING
The evaluation will be managed and supervised by Sarajevski otvoreni centar. The selected consultant/team will submit reports at key stages of the evaluation.
