{"id":11667,"date":"2016-03-31T11:25:27","date_gmt":"2016-03-31T11:25:27","guid":{"rendered":"http:\/\/soc.ba\/en\/?p=11667"},"modified":"2016-05-26T14:22:16","modified_gmt":"2016-05-26T14:22:16","slug":"the-guardian-the-lgbt-community-is-invisible-using-data-to-fight-hate-crime-in-the-balkans","status":"publish","type":"post","link":"https:\/\/soc.ba\/en\/the-guardian-the-lgbt-community-is-invisible-using-data-to-fight-hate-crime-in-the-balkans\/","title":{"rendered":"The Guardian: \u201cThe LGBT community is invisible\u201d: using data to fight hate crime in the Balkans"},"content":{"rendered":"<p><strong><img decoding=\"async\" class=\"img-responsive alignleft\" src=\"http:\/\/soc.ba\/site\/wp-content\/uploads\/2016\/03\/2998.jpg\" alt=\"2998\" \/>In Kosovo, Serbia and Bosnia, NGOs are collecting hate crime data and leveraging the countries\u2019 EU ambitions to push for rights.<\/strong><\/p> <p>The young gay activist slowly stirs sugar into his coffee as he says he\u2019s never had a boyfriend who would hold his hand in public.<\/p> <p>\u201cMost people from my generation are too scared to come out,\u201d says 22-year-old Liridon Veliou, who works with the LGBT rights group <a href=\"https:\/\/www.facebook.com\/pages\/QESh\/418557711503586\" data-link-name=\"in body link\" data-component=\"in-body-link\">QESh<\/a>. Behind him, is a cafe scene from any European city \u2013 smartphones and MacBook computers illuminating the faces of young men and women against a backdrop of bookshelves stacked with 60s American novels.<\/p> <p>But beyond the cafe\u2019s terrace and its young, open-minded clientele, lies a country where 81% of the LGBT community has suffered threats or insults because of their sexual orientation or gender identity. This is the highest rate of discrimination in the western Balkans, according to a <a href=\"https:\/\/www.ndi.org\/LGBTI_Balkans_poll\" data-link-name=\"in body link\" data-component=\"in-body-link\">2015 poll by the National Democracy Institute<\/a>. The statistics are a sharp reminder that, despite appearances, this isn\u2019t London or Rome \u2013 this is Pristina, capital of Kosovo.<\/p> <p>On paper, Kosovo looks modern and inclusive \u2013 its progressive constitution written in the aftermath of the 1998-99 war <a href=\"http:\/\/www.fmreview.org\/sogi\/fauchier.html\" data-link-name=\"in body link\" data-component=\"in-body-link\">includes a ban of discrimination based on sexual orientation<\/a>. But LGBT groups say this image contradicts reality. \u201cIf you look at the constitution in Kosovo, you\u2019d think this is a pretty good place to live as an LGBT person,\u201d says Gemza Burgija, programme manager at the <a href=\"http:\/\/cel-ks.org\/\" data-link-name=\"in body link\" data-component=\"in-body-link\">Centre for Equality and Liberty<\/a> (CEL), an LGBT rights group based in Pristina. \u201cBut that\u2019s not really the case.\u201d<\/p> <p>To unveil the difficulties faced by the LGBT community in <a href=\"http:\/\/www.theguardian.com\/world\/kosovo\" data-link-name=\"auto-linked-tag\" data-component=\"auto-linked-tag\">Kosovo<\/a>, Burgija and her colleagues have started working on the country\u2019s first public database, which will document cases of discrimination and violence against the LGBT community and will be available online by June.<\/p> <p>Evidence-based advocacy is an important tool, says Lilit Poghosyan who works with <a href=\"http:\/\/www.ilga-europe.org\/\" data-link-name=\"in body link\" data-component=\"in-body-link\">Ilga Europe<\/a>. \u201cIn the beginning, [governments in the western Balkans] said there was no discrimination. To prove this was an issue, organisations started to collect data because no government had a system in place to do so.\u201d<\/p> <p>Using data to fight discrimination has helped the cause in Bosnia. In 2013, survey data collected by the human rights group the <a href=\"https:\/\/soc.ba\/en\/\" data-link-name=\"in body link\" data-component=\"in-body-link\">Sarajevo Open Centre<\/a> (SOC), revealed that <a href=\"http:\/\/http\/soc.ba\/site\/wp-content\/uploads\/2013\/09\/Analiza-istrazivanja-eng_web-verzija.pdf\" data-link-name=\"in body link\" data-component=\"in-body-link\">73% of the LGBT community did not trust the police<\/a>. Armed with this evidence, the group approached the ministry of interior and begin working with the police department to educate them about LGBT hate crime.<\/p> <p>SOC staff members Vladana Vasi\u0107 and Maja Lukic Schade believe they were invited to be involved in police training because their data allowed them to be \u201cvery loud\u201d about the increasing number of hate crimes. \u201cHad we not documented cases, conducted research among the LGBT community and presented the ministry with concrete data, we probably would not cooperate with them as closely as we have so far,\u201d they said<strong>. <\/strong>Vasi\u0107 and Lukic Schade believe that data is crucial for pressuring the authorities. \u201cSince the LGBT community is invisible, most people and institutions we work with ask for certain numbers and percentages to establish relevance of the issue. When there is no data , relevant authorities might claim there is no need to work on that issue.\u201d<\/p> <h2>Exploiting EU ambitions<\/h2> <p>A collaboration between six NGOs across the region is aiming to use the fact that <a href=\"https:\/\/euobserver.com\/lgbti\/116963\" data-link-name=\"in body link\" data-component=\"in-body-link\">respect for gay rights is a criterion for joining the EU<\/a> to improve the treatment of <a href=\"https:\/\/soc.ba\/en\/sarajevo-open-centre-beginning-of-the-project-eu-integration-for-improvement-of-lgbt-rights-in-western-balkans\/\" data-link-name=\"in body link\" data-component=\"in-body-link\">LGBT people in the western Balkans<\/a>. Activists document the situation on the ground, so that candidate or potential candidate countries, such as Kosovo, Bosnia, Macedonia and Serbia, cannot exaggerate the progress they\u2019ve made.<\/p> <p>Whereas Kosovar campaigners use data to push the country\u2019s institutions to fulfil their responsibilities, in <a href=\"http:\/\/www.theguardian.com\/world\/serbia\" data-link-name=\"auto-linked-tag\" data-component=\"auto-linked-tag\">Serbia<\/a>, collection has become an important tool to check state institutions are not manipulating statistics.<\/p> <p>\u201cData is important for us because the state tends to lower the rates of hate crime, hate speech and discrimination,\u201d says Jelena Vasiljevi\u0107, programme coordinator at Belgrade-based LGBT group <a href=\"http:\/\/labris.org.rs\/en\/\" data-link-name=\"in body link\" data-component=\"in-body-link\">Labris<\/a>.
